Maker Governance Alert feature

Goal
Increase the visibility/awareness of potentially dangerous scenarios related to the state of Maker governance through providing automated warning messages in the UI.
Context
This idea was birthed when recently someone spotted a large sum of MKR being borrowed on Aave. Such on-chain events (eg. large deltas in MKR lending market liquidity) currently are not easy to spot and rely on individuals blowing the horn. We should explore ways to automatically provide warnings/visual cues when such dangerous scenarios occur. Initial ideas in the comments below.

Two improvements:
We revamp the 'MKR liquidity' panel and 1) add markets such as compound, 2) split up markets where possible (eg. aave v1 and v2) and 3) implement visual cues/warnings for sharp deviations AND dangerous states (eg. MKR on DEXes greater than 85% of MKR on Hat >>> this already triggers a TO discord bot)
We flesh out the top banner that's featured in Tiago's new landing page design. We name this Governance Alert System. Should have multiple warning states that are visually distinct, and should account for multiple warnings being displayed simultaneously. Should be fully automated. Eventually we can also add EPNS notifications to this.
