Add a governance dashboard

Add a page to the Governance Portal featuring overall governance stats—not related to a specific poll.
Have every aspect of voting history (polls, executives) available to see in interactive charts and allow for charting against other MKR stats (vaults open, dai supply)
Some ideas for metrics:
- number of polls created
- number of polls passed
- number of delegates
- MKR voting power per delegate
- Voter activity leaderboard
- Delegate activity leaderboard
- Engagement metrics of Governance portal
- Number of unique voters over time (chart)
- Total MKR participating in governance over time (chart)
- Voting power leaderboard
Look for inspiration over at Tally, Boardroom, 1inch governance, ...
Could also be integrating Hernando's (GovAlpha) work.

Deferred since Hernando (GovAlpha Core Unit) has built an MVP dashboard which is sufficient for now. Later on we might seek to integrate the dashboard into the govportal.
